The GIS-R4 sets rules for Internet access so that the service from any ISP (including Starlink) can be shared between many people, and to ensure that the ISP data capacity is not exceeded which may result in a service interruption. The rules include the duration of access, maximum data speed, maximum data volume, and time at which the service can be used.

The GIS-R4 internet controller has a performance of 400Mb/s. The WAP-5 wireless access point has a performance of 1200Mb/s dual band wireless and a throughput of 400Mb/s. The output power of the wireless is the maximum permitted by the FCC.
